If I'm not mistaken, the API you link to is intended for the web in general, and thus shouldn't run into any security issues. Unfortunately I guess this also means that it isn't possible to use it without user intervention, yet at the very least it should make the import/export interface easier to use.
Hmm, at the moment notes have a single ID, which climbs sequentially as new notes are added. It is not included in the export to allow for two databases to be merged. If I added a second, randomly generated UID it could allow for easy note synching. I'd also have to add timestamps, and possibly some mechanism of conflict resolution (in case notes had been modified on both databases) but it should be possible.

Exporting to XML is comming in version 1.3, which is currently under approval. I'm not sure that the Opera extensions API allows for writing files though, so synching to dropbox may not be possible for the time being.
I will have a look at internote and see if I can implement the other features.
